What HRWPA Sentinel is
Sentinel is the safety, competency and compliance system of High Risk Worker Protection Advocates Inc. It exists to make competency visible, equipment accountable and safety concerns actionable in work where a single failure can be fatal — across the full range of high-risk disciplines, from rope access and tower work to diving, heavy equipment, maritime operations and emergency response, in the Philippines and wherever Filipino workers are deployed.
Sentinel is currently a proof of concept. The worker registry, safety passport, competency verification workflow and public safety reporting are functional today; the remaining modules below are planned capabilities. Registering in Sentinel is not a government licence and is separate from HRWPA membership, whose online application is a planned future capability.
Platform modules
Worker Registry & Safety Passport — live
Every worker holds one record: identity, high-risk work categories, competencies, medical clearance and safety contributions. A QR code exposes only status — never personal data.
Competency Verification — live
Workers or their employers submit evidence. HRWPA reviewers move each submission through review states and record the outcome, so everyone can see how strong the assurance actually is.
Safety Reporting — live for public concerns
Incidents, near misses, unsafe conditions, unsafe acts, observations and stop-work interventions. Confidential and anonymous submission is supported from the public site.
Equipment Registry — planned
Designed to hold serial-level records for life-safety equipment with manufacture and first-use dates, inspection history, next inspection due and quarantine status.
Compliance Checker — planned
Designed as a structured self-assessment producing a scored gap report and a prioritised action plan for the company.
Standards & Advocacy — planned
Designed to support technical committees, proposals and a standards library behind HRWPA's advocacy work.
Verification levels
Sentinel never presents unverified information as verified. Every competency carries an explicit assurance level.
HRWPA Verified
Evidence reviewed by an HRWPA technical reviewer against the competency requirements and found sufficient.
Training Provider Issued
Credential issued by a recognised training provider and recorded in Sentinel, pending independent review.
Employer Declared
Declared by the employing company on the worker's behalf. Useful for visibility, not equivalent to verification.
Document Submitted
Supporting evidence has been uploaded and is queued for review.
Pending Verification
Recorded in the worker's passport with no supporting evidence yet.
Privacy by design
Public verification returns only what a gate officer needs: the credential's status, its category and whether it is current. Names, contact details, medical information and document files are never exposed publicly. Workers control who can see their full passport, and companies see only the workers linked to them.
HRWPA is an industry worker-protection and safety advocacy organisation, not a government regulator. HRWPA verification, assessment and documentation do not replace statutory certification, government inspection or regulatory approval by DOLE, OSHC, TESDA or any other authority.
