High Risk Workers Protection Advocates Inc.

Protecting People in High-Risk Workplaces

HRWPA is a multidisciplinary worker-protection and safety advocacy organisation bringing together professionals, technical specialists, emergency responders, operators and workers involved in — or supporting — high-risk work in the Philippines, as well as Filipino workers deployed overseas.

Our community spans work at height and rope access, telecommunications towers, wind and solar energy, electrical and energy systems, confined space and underground work, diving and underwater operations, construction and industrial maintenance, heavy equipment, professional driving, maritime and offshore operations, emergency medical services, fire and technical rescue, occupational safety and health, and protective services.

Mandate

HRWPA is not a government regulator and does not issue statutory certification or professional licences. We operate as an industry body: we set out good practice, verify evidence of competency against it, elevate worker voice, and advocate for stronger protection through the proper tripartite and regulatory channels. Where professions are legally regulated, regulatory authority remains with the relevant Philippine agencies or the applicable authority in the country of employment.

Who makes up HRWPA

HRWPA is deliberately multidisciplinary. Members contribute to worker protection through technical expertise, clinical and pre-hospital care, education, engineering judgement, legal insight, emergency preparedness, field experience and advocacy. Being part of this community does not mean every individual in these professions performs high-risk work.

Programmes

Worker protection

Advocating for fair treatment, insurance, welfare support and the right to stop unsafe work without penalty.

Competency recognition

Building a credible record of high-risk work competency so skilled workers are recognised across employers, clients and deployment countries.

Practice guidance

Technical committees develop practical guidance across rope access and work at height, tower and renewable energy work, confined space, diving, lifting, hot work, driving and mobile plant, and emergency response.

Emergency preparedness

Responders, clinicians and rescue specialists within HRWPA contribute to rescue planning, pre-hospital care readiness and emergency competency expectations.

Tripartite engagement

Contributing worker- and industry-informed recommendations to government, labour and employer consultation processes.

Sentinel registration and HRWPA membership

Registration in Sentinel and HRWPA membership are two different things. Workers and companies can register in Sentinel to hold a competency record and safety passport — a registered user is not automatically an HRWPA member.

An online HRWPA membership application process is a planned future capability and is not yet available in Sentinel. Membership status is designed to be reflected on the safety passport once that capability is released. Until then, membership enquiries are handled directly by HRWPA outside the platform.

Philippines and overseas scope

HRWPA advocates for high-risk workers based in the Philippines and for Filipino workers deployed abroad, including seafarers and offshore personnel. HRWPA claims no regulatory authority outside the Philippines, and Sentinel does not replace host-country law, employer requirements, international certification schemes or national regulatory systems.

Corporate registration

High Risk Workers Protection Advocates Inc. is incorporated with the Securities and Exchange Commission of the Philippines. Incorporation confers juridical personality on the organisation. It is not a government accreditation, endorsement, licence or regulatory authorisation, and it does not give HRWPA regulatory, licensing or enforcement powers.
